Regulations

1. ORGANIZER AND OBJECTIVES

The Digital Dracula TiMes Competition is organized as part of the Dracula TiMes event, held in Timișoara (or online if the screening of films cannot take place in front of the audience due to circumstances beyond the organizers’ control) by the Cultural Association FANZIN. Digital Dracula TiMes aims to promote film education among young people, provide young people in Timișoara with the opportunity to get closer to the world of cinema, and discover and nurture new talents in Romanian filmmaking. This workshop is intended for young people aged between 16 and 29 in Timișoara who are passionate about film and photography.

Short films must be produced in Timișoara, both in the selection phase and in the final competition. Materials produced by individuals who are not residents of Timișoara but film in Timișoara are accepted, such as the case of students from other cities studying in Timișoara.

2. ORGANIZATION PERIOD AND DEADLINES

The Digital Dracula TiMes Competition will take place in Timișoara from October 15 to December 3, 2023.

Entries can be submitted from October 15 to November 15, 2023, on the digital.draculatimes.ro website.

Voting for the submitted films by the public and the jury will take place from November 16 to November 20, 2023, on the digital.draculatimes.ro website.

On November 21, 6 finalists will be announced, who will create a short film using a mobile phone, filmed in Timișoara, from November 29 to December 3, based on keywords provided by the jury.

The final Digital Dracula TiMes Competition will take place from November 29 to December 3, 2023.

On December 3, the jury will announce the winner of the competition and the prize of 500 euros (taxable).

3. COMPETITION ENTRY RULES

The Digital Dracula TiMes Competition is intended for young people aged between 16 and 29 who reside in Timișoara or film in Timișoara (e.g., students studying in Timișoara).

To participate in the Digital Dracula TiMes Competition:

  • The film must be shot with a mobile phone.
  • The film must have a maximum duration of 3 minutes.
  • It must be a horror, science fiction, supernatural, thriller, or fantasy film.
  • The film must be posted on www.youtube.com or www.vimeo.com, and the link must be posted on digital.draculatimes.ro.
  • You must agree to and accept the rules of the Digital Dracula TiMes 2023 competition.
  • You must be between the ages of 16 and 29.

There is no entry fee for the Digital Dracula TiMes competition. The festival does NOT pay screening fees for films entered in the Digital Dracula TiMes competition section.

The deadline for submitting entry forms to the competition is November 15, 2023, at 11:59 PM. Only entries made on the digital.draculatimes.ro website will be considered.

4. STEP 1: SELECTION

A specialized jury will select 5 films that will enter the final.

Additionally, the film that receives the most votes from the public by November 15, 2023, at 11:59 PM, will automatically enter the final.

From November 16 to November 20, 2023, films entered in the competition can be voted on. Voting is exclusively done on digital.draculatimes.ro.

The 6 finalist teams will be announced on the digital.draculatimes.ro website on November 21, 2023.

Representatives of the 6 selected films for the final (5 chosen by the jury and 1 by the public through direct voting) will move on to stage 2 of the competition, which will take place during the Dracula TiMes festival from November 29 to December 3, 2023, in Timișoara.

A maximum of 3 persons from each film will participate.

5. STEP 2: COMPETITION

Competition Procedure

During Dracula TiMes (November 29 to December 3, 2023), the 6 selected teams will create a horror, science fiction, supernatural, thriller, or fantasy film.

The film will be shot with a mobile phone, based on a theme chosen by the jury (using 3 keywords selected by the jury, which will be communicated to the finalist teams on November 29, 2023), and will have a duration of 3 minutes.

6. AUDIO-VIDEO RECORDING

By participating in the competition, contestants agree that the films created during the competition may be audio and video recorded by the organizers or by individuals designated by the organizer for this purpose. Individuals appearing in the recordings cannot make any claims against the organizers, producers, or users.

7. PRIZE AWARDED

The prize awarded by the organizer to the winner is 500 EURO.
The prize is taxable according to current legislation.

8. COMPETITORS OBLIGATIONS

Respect the clauses of the festival’s regulations.
Participate in the competition if they have passed the selection stage.
Hold all copyright rights, including submission and screening rights for the films, as well as the copyright rights belonging to actors or the musical score.

9. ORGANIZER’S OBLIGATIONS

Organize and provide the necessary screening room for the competition.
Ensure the smooth conduct of the selection process and its impartiality.
Award “Participation Diplomas” to all competitors who enter the competition.
The festival organizers provide prizes with a total value of 500 EURO. Prizes are taxable according to current legislation.

10. UNFORESEEN CIRCUMSTANCES

All submitted applications must comply with the rules stated above. The organizer reserves the right to resolve any exceptional situations.

11. JURISDICTION

Participation in the Digital Dracula TiMes Competition implies acceptance of the rules outlined above. In the event of disputes, they will be resolved in accordance with Romanian law. The festival organizer, the Cultural Association FANZIN, reserves the right to invoke force majeure as defined in Romanian law.

12. TERMS AGREEMENT

For the promotion of the festival, participants authorize the organizers to use the information and images submitted for the purpose of creating the festival catalog, as well as providing these images/video materials and other information to the press for the broadcast of TV programs dedicated to the Festival (without financial claims).

The festival is open to the public, with a significant number of accredited journalists from print and audio-video media, as well as distributors being invited to the event.

Submission of films for which competition participants do not hold the copyright or do not have the author’s consent to use the materials is prohibited.

The contestant is solely responsible for any direct or indirect consequences that may arise from participating with their films in this competition.

The organizer reserves the right not to consider films that are considered obscene, provocative, or that violate any copyright or other Romanian laws in force at the time of the competition. Participation in the Festival implies unconditional compliance with all provisions of the regulations.
